კვლევა მიზნად ისახავს ადამიანური რესურსების დაგეგმვის ზოგად შეფასებას აზერბაიჯანის ჩრდილო-დასავლეთ რეგიონში, როგორც ცენტრალურ, ასევე, ადგილობრივ ადმინისტრაციებში.
აზერბაიჯანის ჩრდილო-დასავლეთი რეგიონი ქვეყნის ერთ-ერთ გეოგრაფიულად და კულტურულად მდიდარ რეგიონს წარმოადგენს, რომელიც მოიცავს ისეთ მნიშვნელოვან ქალაქებსა და რაიონებს, როგორიცაა ზაქათალა, შექი, გაღი, ბალაქენი და გაბალა, და თავისი ბუნებრივი სილამაზით, ისტორიული ნაგებობებითა და კულტურული მემკვიდრეობით წარმოადგენს მიმზიდველ ტურისტულ მიმართულებას, როგორც ადგილობრივი, ასევე უცხოელი ვიზიტორებისთვის.
აზერბაიჯანში, დამოუკიდებლობის პირველ წლებში, თანამედროვე სახელმწიფოს ერთ-ერთ მნიშვნელოვან მაჩვენებლად მიჩნეული - ადგილობრივი თვითმმართველობის კონცეფცია - სახელმწიფო მმართველობის სტრუქტურაში იქნა ინტეგრირებული. 1999 წლის 12 დეკემბერს აზერბაიჯანში ჩატარდა პირველი მუნიციპალური არჩევნები და გუბერნატორული (აღმასრულებელი ხელისუფლების) სისტემის პარალელურად ამოქმედდა ადგილობრივი მუნიციპალიტეტების სისტემა. ადგილობრივი თვითმმართველობის ორგანოთა საბჭოს წევრები აირჩევიან მოსახლეობის მიერ და პასუხისმგებელნი არიან ადგილობრივი მოსახლეობის საჭიროებების შესაბამისად სხვადასხვა მომსახურების გაწევაზე.
ასევე მნიშვნელოვანია ადგილობრივ დონეზე მოქმედი გუბერნატორული სტრუქტურების (აღმასრულებელი ხელისუფლების წარმომადგენლების) როლი, რაც განიხილება, როგორც ცენტრალური ხელისუფლების ტერიტორიული ორგანო. აზერბაიჯანში ადგილობრივი აღმასრულებელი ხელისუფლება ფუნქციონირებს, როგორც ცენტრალური მთავრობის წარმომადგენელი რეგიონებში. თითოეულ ადმინისტრაციულ ერთეულს ხელმძღვანელობს აღმასრულებელი ხელისუფლების წარმომადგენელი, რომელიც პირდაპირ ინიშნება აზერბაიჯანის პრეზიდენტის მიერ. აღნიშნული სტრუქტურები ახორციელებენ ფართო სპექტრის მომსახურებას, განათლების, ჯანდაცვის, ინფრასტრუქტურისა და დასაქმების სფეროებში, მუშაობენ უშუალოდ ცენტრალური მთავრობის დაქვემდებარებაში და მუნიციპალიტეტებთან შედარებით ფლობენ უფრო დიდ ბიუჯეტსა და უფლებამოსილებებს.
აზერბაიჯანში ბოლო წლებში, ადამიანური რესურსების მართვა განსაკუთრებით მნიშვნელოვანი სფერო გახდა ეკონომიკის განვითარების და კერძო სექტორის ზრდის ფონზე. როგორც საჯარო, ასევე კერძო სექტორში ვითარდება ადამიანური რესურსების მართვის ძირითადი ფუნქციები, მათ შორის ადამიანური რესურსების დაგეგმვა, ტალანტების მართვა, თანამშრომელთა განვითარება, საქმიანობის შეფასება და დასაქმების პროცესი. თუმცა, დასავლეთის ქვეყნებთან შედარებით, ადამიანური რესურსების მართვის პრაქტიკა კვლავ განვითარების ეტაპზეა და გარკვეულ გამოწვევებს აწყდება.
კვლევა, აღწერითი და სისტემური მეთოდის გამოყენებით, შეისწავლის აზერბაიჯანის ადგილობრივი მმართველობის სისტემის სტრუქტურულ და ფუნქციურ მდგომარეობას და მიღებული მონაცემებისა და ინფორმაციის საფუძველზე მუნიციპალიტეტებისა და გუბერნატორული სისტემების მსგავსება-განსხვავებებს ადარებს.
კვლევა ჩატარდა აზერბაიჯანის ჩრდილო-დასავლეთ რეგიონში ადგილობრივი მმართველობის სისტემაში მუნიციპალური ადმინისტრაციის განვითარების შესასწავლად, არსებული სისტემის უფლებამოსილებებისა და მოვალეობების განსაზღვრისთვის, სხვა ადმინისტრაციულ ინსტიტუტებთან შედარებისთვის, ასევე მუნიციპალიტეტებსა და აღმასრულებელ ხელისუფლებებში ადამიანური რესურსების დაგეგმვის პროცესის გასაანალიზებლად.
