საქართველოს ჯანდაცვის სექტორი ბოლო ორი ათწლეულის განმავლობაში განიცდის დინამიკურ ცვლილებებს, რაც აისახება როგორც სერვისების მიწოდების მოდელების ტრანსფორმაციით, ასევე კერძო სექტორის მზარდი მონაწილეობით. წარმოდგენილი სტატია მიზნად ისახავს ჯანდაცვის ბიზნესის განვითარების ტენდენციების ანალიზს საქართველოში და ეფუძნება 2010–2024 წლების განმავლობაში შეგროვებულ სტატისტიკურ და ანალიტიკურ მონაცემებს.
კვლევაში გამოყენებულია შერეული მეთოდოლოგია — რაოდენობრივი და თვისებრივი ანალიზის კომბინაცია, ასევე შედარებითი ანალიზი, ტენდენციების შეფასება და სტრატეგიული ჩარჩოები, როგორიცაა Porter\'s Five Forces და WHO-ს ჯანდაცვის სისტემის გაძლიერების მოდელი. ასეთი კომპლექსური მიდგომა უზრუნველყოფს საქართველოს ჯანდაცვის ბიზნესის განვითარების ტენდენციების სიღრმისეულ და მრავალმხრივ შესწავლას. იკვლევს საერთაშორისო პრაქტიკას ბალტიისა (ლიეტუვა, ლატვია, ესტონეთი) და სკანდინავიის (ფინეთი, დანია) ქვეყნების მაგალითზე. განსაკუთრებული ყურადღება გამახვილებულია კერძო ინვესტიციების ზრდაზე, სამედიცინო ტურიზმის განვითარების პოტენციალზე, ციფრული ტექნოლოგიების ინტეგრაციასა და ადამიანური რესურსების ოპტიმიზაციაზე.
ჯანდაცვის ბაზრის ტენდენციები მოიცავს: კერძო კლინიკებისა და დიაგნოსტიკური ცენტრების გაფართოებას, სამედიცინო ტურიზმის ზრდას (სტომატოლოგია, კოსმეტოლოგია, რეპროდუქციული მედიცინა, ონკოლოგია), ციფრული ჯანდაცვის ინტეგრაციას (ტელემედიცინა, ელექტრონული ჩანაწერები, AI დიაგნოსტიკა) და ფინანსური მოდელების დივერსიფიკაციას, მათ შორის, დაზღვევის გაფართოებას.
პერსპექტიული სექტორებია: ონკოლოგია, კარდიოლოგია, რეპროდუქციული კლინიკები, რეაბილიტაცია და ველნესი/სამედიცინო ტურიზმი. რეგიონებში ინფრასტრუქტურის ხარვეზები ქმნის პირობას კერძო ინვესტიციების მოსაზიდად.
მთავარ გამოწვევებს შორისაა: რეგულაციების არამდგრადობა, კადრების დეფიციტი, განსაკუთრებით ექთნების; ხარისხის კონტროლის ნაკლებობა; პაციენტთა ნდობის პრობლემები და მომსახურების ხელმისაწვდომობის დაბალი დონე სოციალურად დაუცველი ჯგუფებისთვის.
სტატია წარმოადგენს პრაქტიკულ ინსტრუმენტს ჯანდაცვის პოლიტიკის შემმუშავებლებისთვის, ჯანდაცვის ბიზნესის პრაქტიკოსი მენეჯერების, კერძო სექტორის ინვესტორებისა და აკადემიური წრეებისთვის, რომელთაც სურთ თანამედროვე ჯანდაცვის ბიზნესის სტრატეგიული მართვის ინტეგრირებული ანალიზი.
მოკლევადიანი პრიორიტეტებია: ლიცენზირების გამარტივება, სავალდებულო აკრედიტაციის დანერგვა და დაზღვევის მოდელების გაუმჯობესება. საშუალოვადიან პერიოდში საჭიროა ინვესტიცია სამედიცინო განათლებაში და PPP პროექტების გაფართოება. გრძელვადიან სტრატეგიად განიხილება საქართველოს რეგიონულ ჰაბად გადაქცევა მაღალკვალიფიციური სამედიცინო სერვისებისა და ტურიზმის მიმართულებით, რაც მოითხოვს ევროკავშირთან და WHO-სთან სრული ჰარმონიზაციის მიღწევას.
საქართველოს ჯანდაცვის სექტორი დგას გარდამტეხ ეტაპზე. წარმატება დამოკიდებული იქნება პოლიტიკის თანმიმდევრულობაზე, კერძო და საჯარო სექტორის ეფექტიან კოორდინაციასა და გრძელვადიანი ხედვის არსებობაზე, რაც აერთიანებს ხარისხს, ხელმისაწვდომობას და ფინანსურ მდგრადობას.
