The aim of the paper is to find, systematize and systematize important budgetary parameters recorded during the almost thirty-year (1996-2024) history of the state budget of Georgia drawn up in national currency and to develop recommendations aimed at overcoming the problems identified through their study and analysis.
Taking into account the fact that since the restoration of Georgia's independence, there is practically no information on the formation of important budgetary parameters in the form of a single dynamic (temporal) row and their comparison with the actual performance indicators, the mentioned direction should be considered as a determining factor of the relevance of the research.
In order to achieve the goal, in the form of dynamic rows, the important budgetary parameters recorded in the 1996-2024 laws on the state budget of Georgia are systematized, both the amounts planned for the day of adoption of these laws and the amounts achieved by the end of the budget year (except for 2024).
In order to overcome the difficulties caused by the high rate of growth of the state (domestic and foreign) debt amount and budget allocations intended for servicing this debt (especially its foreign part), the international financial institutions, in particular the International Monetary Fund and Using the approaches of the World Bank, such recommendations have been developed to increase the efficiency of the state (domestic and foreign) debt of Georgia and the regulation and control mechanisms of this debt service process, such as:
• In the attached materials of the draft laws of the state budget of Georgia, in particular, the marginal indicators fixed in the text of the document entitled "Basic Economic and Financial Indicators", according to the first part of Article 34 of the "Budget Code of Georgia", which is considered the main development plan of the country: - "Basic data of the country" and directions" document, on the reflection of the state debt as marginal indicators of sustainability;
• In order to increase the importance of the mentioned indicators, information about their actual situation by the end of the budget year, about recording the annual reports on the implementation of the state budget of Georgia;
• In order to overcome the daily difficulties related to the determination of the amount of the state debt of Georgia, especially its external part, the Ministry of Finance of Georgia, the National Bank and the National Statistics Service should start work on the issues of bringing the amount of the state debt of Georgia into compliance with the methodological approaches of the European Union;
• Together with this, for a full-fledged analysis of the macroeconomic trends developed during the almost thirty-year history of the country's budgetary sphere, the National Statistical Service of Georgia provided the country's gross domestic product from 1996 (after the adoption of the first annual law in national currency) to 2009 using the National Accounts 2008 (SNA2008) system. recalculation;
• Shota Rustaveli National Science Foundation of Georgia to provide funding for the organization of a scientific-practical conference with the participation of a wide range of researchers in the budgetary sphere of the thirty-year history of independent Georgia (1996-2025) and the results of the complex research.
