Journal number 1 ∘ Givi Talakvadze ∘ Paata Koguashvili ∘ The Formation of the New World Order and Its Connection with the Potential of Global Integral ResourcesOn February 22, 2022, the threat of a radical complication of international relations and transition of global processes to an acute and conflict stage became a reality.
The Russia-Ukraine military-economic-political conflict, which Russia calls a "special military operation", has turned into a full-scale war. Despite the fact that the superiority of Russia's military potential in the initial stages of the war seemed obvious, the sympathy and support of practically the entire progressive world on the side of Ukraine was transformed into military superiority.
It should be noted that the current situation is not only a problem of relations between Russia and Ukraine. Taking into account the established practice of relations between states, there are no two countries in the world where the results of the military-economic-political conflict between them will not affect the lives and realities of third countries. And taking into account that both Ukraine and especially Russia, even in terms of their location, territory, population, natural resource potential, occupy the highest positions in the ranking of the countries of the world, it will become clear that despite the duration and consequences of the mentioned conflict, a new stage of relations is being formed in the international community.
The transition from the spaces of political, economic, social, ecological, worldview processes to the space of the universal process of development, sharp political destabilization, well-grounded and ungrounded statements and actions of international structures, large transnational corporations, individuals with high public influence form a completely new world development agenda. Both its main authors and actors, as the primary analysis of the events of 2020-2022 showed us, in the new spaces of relations and cooperation generated by them, they will not be able to use the experience and assets acquired during the previous periods, nor the economic resources at their disposal with the usual effectiveness.
We are dealing with the initial stage of a qualitatively different, unprecedented stage of human development. Currently, the main task is to enter this stage with as few losses as possible and to implement the adaptation necessary for existence and development in it.
Georgia, which, despite being among the passive participants in the formation and development of the new reality and related challenges, is highly likely to fully feel all the consequences of its impact, for which it is necessary to prepare.
What does such preparation entail?
It is clear that our country will not be able to perform weighty functions in the political, military, or mega-economic spheres. At the current stage, the main issue of Georgia's development lies in determining its priorities and optimizing the use of its integral resources.
The main priorities of Georgia are generally the same as in all other countries: ensuring the security and stable development of the country and its population.
Success will be achieved by those countries that will be able to balance their goals and their own capabilities, that is, create conditions for sustainable development, which largely depends on the structure and characteristics of their integral resources.
As for the main strategic integral resources of Georgia.
It is neither drinking and mineral water, nor quite important mineral and forestry resources, nor (overused) geostrategic resources, nor tourism - although each of them can undoubtedly contribute to the overall state progress and the employment of the population and the improvement of its level and quality of life.
