The success of the development of modern society is determined by a knowledge-based economy. Human capital, intellectual development, creativity, innovation and education occupy a central place in economic development of society, as they are the driving forces of a country's economic growth and its main factor. Knowledge has become the main factor in increasing the country's competitiveness. Modern trends in economic development indicate that the determining elements of competitiveness: natural, financial and labor resources are moving into the background, and in this context, knowledge and the speed of creating and distributing information are becoming priorities. Knowledge-intensive companies are the main drivers of economic development. As a result of the implementation of technological ideas in practice, by turning science and knowledge into a competitive advantage, innovative companies can accelerate the country's economic development and increase the competitiveness of local production in foreign markets. The concept of transforming intensive knowledge into a competitive advantage has already borne fruit. American, European and Asian models of innovative development are an example of how a country's economic development can become innovation-based. However, it is also clear that Georgia is at a starting position in this area. To accelerate the country's economic development, it is necessary to create conditions conducive to the transition of science to business, which is made possible by the commercialization of science. Thus, one of the main tasks of stimulating innovative activity is to implement such infrastructural changes that will facilitate the transfer of science into a commercially attractive product.
There is great potential for knowledge within Georgian universities. The realization of which in business will significantly accelerate the process of economic development of the country and strengthen the competitiveness of production. However, the practical implementation of scientific and technical innovations in the country is proceeding at an extremely slow pace. Currently, the country has a technology park, incubator firms, and an innovation and technology agency, which are focused on the innovative development of the country. In addition, there is wide unrealized university potential in the country's innovation activity.
The study found that, based on the generation of knowledge, intensive research and development innovations, entrepreneurial universities can play a decisive role in the formation and development of the country's innovative economy. The transfer of scientific ideas to business can be accelerated by creating an innovative environment where effective interaction between science and business will be possible. The paper identifies the main factors that determine the ways of establishing, consolidating and further developing this relationship. Based on the analysis of foreign experience, the article presents a university model of an innovative ecosystem, which is based on the creation of an innovation implementation center. Effective management of the resources of entrepreneurial universities ensures the activities of innovation implementation centers, the activities of which determine the process of evolution of scientific and technical innovations.
The existence of an innovation implementation center in entrepreneurial universities creates a fruitful, interactive environment for the effective interaction of inventors, entrepreneurs, venture funds and business angels. The process of forming and strengthening an entrepreneurial culture in universities, the possibility of implementing startups, and a mechanism for the rapid introduction of innovative technologies can be achieved on the basis of the creation of this structural unit in universities. The proposed model takes into account the interests of all participants in the process, focusing on the dominant role of science and the flexibility that characterizes European, American and Asian universities in the field of commercialization of science.
